ELVİN ABDURAHMANLI yazdı: "ABD’de Seçim Sonucunun Uluslararası Konjonktüre Etkisi"

3 Kasım tarihinde ABD başkanlık seçimlerine gitti. Sonuçlar halen tam olarak açıklanmış değil. ABD 2000 yılından sonra ilk defa böyle bir uzun süren seçime gittiğini belirtmekte yarar vardır. Nitekim 2000 yılında Bush 537 oy farkla Albert Arnold Gore karşısında başkanlık seçimini kazanmıştı.

2016 seçimlerinden farklı olarak Donald Trump bu seçime çok hazırlanmadığı görülmekteydi. Diğer bir belirtmekte fayda olacak nokta ise Covid-19 virüsü olmasaydı şu an Trump 2024 seçimlerine kadar 2 dönemi tam haliyle tamamlayacaktı. Fakat virüsün ortaya çıkmasıyla işsizliğin artması Trump’ın başkanlığını etkiledi. Trump’ın gelişi her kesin bildiği gibi olayla oldu. Hilary Clinton karşısında kazanarak 2016 yılında başkan seçilen Trump başkanlığı dönemin ABD’nin en renkli başkanlarından biri oldu diye biliriz.

Bilindiği üzere Trump Nobel barış ödülüne aday gösterildi. Trump İspanyolların yaşadığı kısımlarda yüksek oy aldı buna sebep ise seçim öncesi orada yaşayan kesimlerin kendi dilinde Joe Biden gelirse komünist biri başınızda olacak propagandası yaptı. Trump seçime 3 hafta kala virüse yakalandı ve tedavi olarak halk karşısına çıktı maskesini attı ve virüs gelip geçicidir size yemek sağlayan bendim ve ben olacağım tarzında ifadeleri ile halkın tekrar desteğini aldı. Carolina eyaleti, Florida, Pennsylvania dahil birçok eyalette bir gün içerisinde 3 ve daha fazla miting düzenleyen Trump adeta son 2 haftada seçimi topladı diye biliriz. Cumhuriyetçilerin hiç umudu kalmadığı Trump seçim sonuçlarıyla herkesi şaşırttı. Trump Florida ve Pennsylvania gibi birçok eyalette üstünlük kazandı. Bu eyaletlerde tamamen kırmızıya bürünen oylar böyle devam ederse seçim sonuçlarına etki edeceği ön görülmektedir. Fakat covid-19 virüsü sebebiyle posta yoluyla gönderilen seçim oyları sayılırsa Trump’ın zafer düşüncesi yarıda kalacaktır.

Trump 4 Kasım’da yaptığı açıklamada oyları saymayı durdurun ifadesini kullandı. Bu ifadesinin sebebini ise şu şekilde belirte biliriz. Trump yaptığı daha önceki açıklamalarda posta yoluyla oyların gönderilmesini ülkedeki hukuka aykırı ve sahte olduğunu savunmaktaydı. Seçime 2 ay kala Trump Anayasa mahkemesine önemli bir isim olan yargıcını atanmasını onayladı. Trump tarafından onaylanan bu yargıç herkesin yakından tanıdığı Amy Coney Barret isimli bir bayandır. Amy Coney senatonun 52 üyesinin kabulü ile seçildi. Amy Coney seçildikten kısa süre sonra kendisine yönelen seçimle ilgili sorulan sorulardan birine seçim eğer mahkemeye giderse davadan çekilme gibi bir konu söz konusu değildir. 

Bu yargıcın değişmesinin sebebi Trump’ın seçim sonrası için önlem almasıydı. Nitekim seçim sonucu Florida ve Pennsylvania’da değişmezse Trump bu bölgelerde üstünlüğünü korursa diğer bölgelerde sonuçların iptali veya oyların tekrar sayılması için ulusal mahkemeye başvuracağı ön görülmektedir. Nitekim Trump ulusal mahkemeye giderse seçim sonucuna itirazı kabul edildiği taktirde bu davanın tarafların avukatlarının da işe dahil olması ve mahkemenin sonuçlanması 1-3 ay süreceği ön görülmektedir. Mahkemeden Trump’ın üstünlük kazanarak çıkma olasılığı yüksek görülmektedir. Eğer Trump tekrar seçilirse Orta Doğu ve Türkiye’de durumun son 4 yılda olduğu gibi yeri zaman sıcak, yeri zaman soğuk geçeceği düşülmektedir.

Diğer taraftan Joe Biden’e posta yoluyla verilen oylar geçerli kılınırsa ve seçilirse; Orta Doğu jeopolitiğinin yeniden şekilleneceğini söyleye bilirim. Nitekim Biden daha çok sert tavra sahip olduğu ve Yahudi lobilerine yakınlığı ile bilinmektedir. Fakat Filistin konusunda İsrail’in işgal ettikleri arazileri terk etmesi gibi şaşırtıcı görüşlerinin de olduğunu söyleye biliriz. Joe Biden seçim kampanyasında adeta çok miting düzenlemeden Demokratların ve 2008-2016 yılları arasında ABD başkanlığı yapmış Obama’nın desteğini alarak kazanacağını saptamıştı. Joe Biden kazanacağını düşündüğü için önceden tüm kabine listesini, atamaları, büyükelçilikleri önceden hazırlamış ve basına belirtmişti. Fakat daha önce de belirttiğim gibi Trump’ın son iki haftada seçimi ve seçmeleri ele alması seçmenlerin oylarında da değişikliğe gitmesine neden oldu. Joe Biden’ın, Georce Bush gibi bir tavır sergileyeceği saptanmaktadır. Nitekim konuşmalarında da bu şekli ifade ediyor. Bu sebepten ikinci bir medeniyetler çatışması teorisinin oluşması an meselesidir gibi belirtebiliriz. Biden’in eşcinsellerin evlenmesiyle ilgili yasayı onaylayacağı ön görülmektedir. Seçim sonucuna Biden’in daha yakın olduğunu varsaymak yerine düşecektir; çünkü ulusal güvenlik kurumu (NSA), Joe Biden’in evini üst düzey korumaya aldı. Trump bu seçimden kaybederse 2024 yılı seçimlerinde tekrar aday olacağı düşünülmektedir.

Effect Of The Election Result In The United States On The International Conjuncture

3 to the U.S. presidential election on November. The results are still not fully explained. It is worth noting that the United States has gone to such a long-running election for the first time since 2000. Indeed, in 2000, Bush won the presidential election against Albert Arnold Gore by a margin of 537 votes.

Unlike the 2016 election, Donald Trump did not appear to be very prepared for this election. Another point to note is that if it wasn't for the Covid-19 virus, Trump would have completed 2 terms in full until the 2024 election. But the rise in unemployment has affected Trump's presidency. Trump's arrival happened with every certainty.

We know that Trump, who was elected president in 2016 by winning over Hilary Clinton, became one of the most colorful presidents of the United States at the time of his presidency. Trump was nominated for the Nobel Peace Prize. Trump got high votes in parts of Hispanics, and the reason is that in the language of the people who lived there before the election, Joe Biden made propaganda that if he came, he would be a communist. 3 weeks before the election, Trump contracted the virus and appeared before the public as a treatment, threw his mask, and the virus came and went temporarily, I was the one who provided you with food, and I will again receive the support of the public with statements in the style. We know that Trump, who organized 3 or more rallies in one day in many states, including Carolina State, Florida, Pennsylvania, almost collected the election in the last 2 weeks. Trump, with whom Republicans had no hope, surprised everyone with the election results. Trump has gained the upper hand in several states, including Florida and Pennsylvania. It is assumed that if the votes that are completely red in these states continue like this, they will affect the results of the election. But if the electoral votes sent by mail due to the covid-19 virus are counted, the idea of Trump's victory will be interrupted.

Trump announced on November 4 that he would stop counting votes. The reason for this statement is that we know as follows. In his earlier statements, Trump has argued that sending votes by mail is illegal and fraudulent in the country. 2 months before the election, Trump approved the appointment of a key judge to the Constitutional Court. This judge, endorsed by Trump, is a woman named Amy Coney Barret, whom everyone knows intimately. Amy Coney was elected by the admission of all 52 members of the Senate. If Amy Coney goes to court, there is no such issue as withdrawing from the case. The reason this judge changed was because Trump was taking measures for the post-election. As a matter of fact, if the election result does not change in Florida and Pennsylvania, if Trump maintains his advantage in these regions, he will apply to the National Court to cancel the results in other regions or recount the votes. As a matter of fact, if Trump goes to the National Court, if his objection to the election result is accepted, it is assumed that the lawyers of the parties will be involved in this case and the court will take 1-3 months to conclude. It seems likely that Trump will emerge from the court with the upper hand. If Trump is re-elected, it is assumed that the situation in the Middle East and Turkey will be hot, cold, and cold, as it has been in the last 4 years.

On the other hand, if the postal votes to Joe Biden are valid and elected. I can tell you that the geopolitics of the Middle East will be reshaped. As a matter of fact, Biden is better known for his hardline attitude and proximity to Jewish lobbies. But we can say that there are also surprising views on Palestine, such as Israel's abandonment of the lands they occupy. Joe Biden did not hold many rallies on the campaign trail, and he determined that he would win by backing Democrats and Obama, who was president of the United States from 2008-2016. Because Joe Biden thought he was going to win, he had already prepared the entire Cabinet list, appointments, embassies in advance and mentioned them to the press. But as I've noted before, Trump's handling of the election and the election in the last two weeks has also led to changes in the vote of voters. Joe Biden is likely to take a similar stance to George Bush. As a matter of fact, he expresses this form in his speeches. For this reason, we know that it is only a matter of time before the formation of a second theory of Clash of civilizations. Biden is expected to approve legislation on the marriage of gays. Instead of assuming that Biden is closer to the election result, it will fall because the NSA, the National Security Agency, has put Joe Biden's house under high-level protection. It is thought that if Trump loses this election, he will run again in the 2024 election.
